The Gorosei are a council of the five highest-ranking Celestial Dragons who act as the public heads of the World Government. They essentially hold the greatest authority over the world at large as far as public knowledge is concerned, although they secretly act as figureheads for the government’s shadow leader Imu, who occupies the Empty Throne.
As of now, it is unknown how the Elders acquired their positions and how long they have been in power, but they are almost always found residing in the Room of Authority in Pangaea Castle.
The Gorosei seem to be a very elaborate joke. The joke being that nothing is what it seems. They are all old farts, yet they seem to have eternal youth. They seem to be based off of world leaders that were well-regarded, despite being some of the most inhumane characters in the series.
And despite being called Saints, they have the most demonic powers yet introduced in the series. And we now have one of them showing off his powers in broad daylight. Saturn, the Gorosei that uses a cane, actually has a power that lets him have six legs.
And so, there might be a lot of contradictions in their powers and their designs. Therefore, I fully expect that Saint Ethanbaron V. Nusjuro will not be using his sword. That he will have two claws instead due to having a relatively humanoid form.
